Lucian Olosutean | LOLOTECH

Yes. In Romania, an expert contabil or a contabil autorizat can have their own page. At LOLOTECH, the presentation page costs €500 + VAT, is delivered in 3–5 working days, and includes call, WhatsApp, a map, and a form. CECCAR Norms no. 1484/2009, in the form amended on 15 March 2023 and read on 5 November 2026, say in article 2 that members of the Body may create presentation websites. The list is on the websites page.

Where does the permission for the page come from?

Government Ordinance no. 65/1994, republished in the Official Gazette no. 13 of 8 January 2008, holds the principle in article 25. The text, read on 5 November 2026 on legislatie.just.ro, says that advertising connected with practising as an expert contabil or as a contabil autorizat is carried out or authorised by the Body of Expert and Authorised Accountants of Romania, in the interest of the profession of its members.

Norms no. 1484/2009 on advertising within the Body say what that means for a page. They were approved by Superior Council Decision no. 09/145 of 13 March 2009. The form I read is the PDF published by CECCAR, amended and supplemented by Decision no. 23/726 of 15 March 2023: Norms no. 1484/2009. I read it on 5 November 2026.

Article 2, after the rules for the sign at the office, says that members of the Body may create presentation websites, only in compliance with these norms and with the national code of professional accountants on advertising. Article 7 says that accounting-expertise firms and accounting firms may create presentation websites only in compliance with the same norms and with the national ethical code of professional accountants on advertising.

Superior Council Decision no. 26/935 of 30 April 2026 amends the deontological norms for legal-person members, the act no. 3334 of 17 March 2003. In the PDF of that act, read on 5 November 2026 on ceccar.ro, the website, the web page, advertising, and the logo do not appear. For a page, the text to use remains Norms no. 1484/2009, in the form of 15 March 2023.

The lines below are a reading of these published texts. They are not a ruling of your branch on your office, and they do not replace the norms. You check the wording before it is published.

The rules for a lawyer are a different act. Do not copy them here: what a law-firm website in Romania can say. The notary’s question, also about an own page, is another act: can a notary in Romania have a website.

If the page belongs to an SRL, the company identification list sits separately: what company details a website in Romania must show.

What do you put on the page?

Article 1(a) names advertising: you make known to the public information about the services you offer or about the qualifications you hold, in order to obtain work. Letter (c) names puffery: spreading laudatory information, in order to build a reputation.

The presentation page holds the facts of the office, in text:

  • the name and the title: expert contabil or contabil autorizat, member of CECCAR
  • the services you actually do, said shortly: bookkeeping, filings, payroll, as you do them
  • the address, the phone number, and the hours
  • officially recognised scientific titles and honorary distinctions recognised at national level, if you hold them (article 4)

Article 6 requires that information or advertising, when it is authorised, be true, fair, and worded correctly and objectively. Article 5 says an administrative mandate or an honorary function is not used to attract clients.

Article 9 allows the firm to send beneficiaries a list of the works and services it is in a position to offer. That list is a document for the client. A portal where the client uploads papers is not on the €500 + VAT page. Online booking is quoted separately.

On the websites page, the product is one page: Home, Services, About, questions, Contact. You send the text. An extra address is quoted separately: one page or several pages.

Can you put the CECCAR logo on the site?

Only with the approval of the Permanent Bureau of the Superior Council. Article 13(1) says members may use the logo on the presentation website with that approval. The request is filed with the branch of your domicile, which sends it to the General Secretariat together with a report (article 13(3)). The legal department replies by email or by post (article 13(4)).

Article 11 says the logo is a trademark registered at OSIM under number 37,729. Article 12 forbids changing it: proportions, colours, elements, animation. Article 14(1) requires, on letterhead, the phrase “Aviz nr. ……… / Autorizația nr. ………” under the mark. That paragraph speaks about letterhead. For the site, the text that requires approval is article 13.

Article 13(2) keeps the right to the logo for members entered in the Roll and takes it away from those who are not up to date with their obligations and fees, who do not hold the visa on the date of the request, who are sanctioned or under disciplinary investigation, or who have taken actions that discredit the Body. Articles 15–20 govern use of the mark: the logo does not sit on a site that discredits the Body, it is paired with credible and verifiable information, and it does not suggest an agreement or a sponsorship that does not exist.

Until the approval arrives, the page carries the name and the professional title.

Can you write that you are the best accountant in town?

No. Article 1(c) names as puffery the laudatory information put out in order to build a reputation. Article 6 requires objective wording. Article 10, on brochures, leaflets, and similar materials, forbids judgments on the quality of the work by comparison with other members of the Body. Article 24(b), on announcements in the local press and on specialised sites, requires a discreet character, with no exaggeration of the quality of the services or of the qualifications, and with no unfounded comparisons.

“The best accountant in town” stays off the page.

Article 10 says those materials contain only the history, the works performed, the names of clients, recruitment, training and career, the photographs, the address, the hours, and the phone number. The article does not repeat that list for the presentation website. Before you publish a client’s name on the page, you read article 10 and the ethical code. A brochure does not lift the client’s confidentiality.

Does a Facebook page replace the site?

Article 2 and article 7 speak about the presentation website. The Facebook page stays the platform’s. The site, with the domain in your name, is where the name, the services, the address, and the phone number stay, in text.

The map profile is another channel: do I need a website if I have Google Business.

How much does the page cost?

€500 + VAT, once. 50% in advance, 50% on delivery. 3–5 working days after the advance and after your details, address, and photographs. In the price: call, WhatsApp, a map, a form, metadata, Search Console, domain and SSL on delivery, the privacy policy, one round of revisions. After handover, the page and the domain stay yours.

Outside the sum sit the document portal, the shop, online booking, studio photography, and branding from scratch. Care, €29 a month, is optional: hosting, updates, monitoring, and small text or photo edits, within a limit of 30 minutes. Without Care, you remain the owner. The difference from renewing a .ro domain is in how much website maintenance costs in Romania. Market ranges for a presentation page are in how much a presentation website costs in Romania.

Article 26 says breach of the norms is a disciplinary offence. A position in Google and a mention in ChatGPT are not sold with the page.

If the office still has no page, see what a presentation website includes and send the name, the professional title, the services, and the address.

Article 24(b) requires an announcement in the press and on specialised sites to be discreet, with no exaggeration of quality and with no unfounded comparisons.

Do the rules for a lawyer’s website also apply to an accountant?

No. A lawyer has UNBR Decision no. 195/2021 and Annex XXXIV. An expert contabil and a contabil autorizat have Government Ordinance no. 65/1994, article 25, and CECCAR Norms no. 1484/2009. Do not copy from one profession to the other. For a lawyer, client names stay off the page. For an accountant, article 10 allows naming clients in brochures and similar materials and does not repeat that list for the site. Before publication, you read the article.

Does the price include a place in Google?

No. €500 + VAT buys the page, the domain in your name, and Search Console, delivered in 3–5 working days. Care, €29 a month, is optional. A position in Google and a mention in ChatGPT are not sold with the page.
