What a medical clinic website in Romania can say

Lucian Olosutean | LOLOTECH

Citește articolul în română

On a medical clinic website in Romania you write the authorised services, the specialty, the hours, the address, and the phone number. You do not write “the best doctor” and you do not promise that the treatment cures. At LOLOTECH, the presentation page for a clinic in Romania costs €500 + VAT, is delivered in 3–5 working days, and includes call, WhatsApp, a map, and a form. The list is on the websites page.

Where does the rule for the text on the site come from?

The code of medical ethics, article 45, says the website’s only purpose is to inform the public about the professional activity. The code is the annex to Decision no. 2 of 30 October 2025 of the National General Assembly of the Romanian College of Physicians, published in the Official Gazette no. 1141 of 10 December 2025, in force since 1 January 2026. The decision is on legislatie.just.ro.

Articles 42 and 45 carry no amendment note. Their text was read on 26 October 2026 on the Bucharest College page that reproduces the code, cmb.ro, and in the code PDF on cmr.ro. The wording is the same.

For a clinic and for a medical unit, National Council Decision no. 20 of 24 September 2025, published in the Official Gazette no. 918 of 6 October 2025, also in force since 1 January 2026, places the website among the optional means, with the same purpose: information. Articles 5, 6, and 7, and letter B of article 8, were amended by Decision no. 14 of 20 March 2026, published in the Official Gazette no. 365 of 30 April 2026. The consolidated form, read on 26 October 2026 on legislatie.just.ro, is the text used below.

The lines below are a reading of these published texts. They are not a ruling of the college on your clinic and they do not replace the Official Gazette. You check the wording before it is published.

Identification details, when the page belongs to an SRL, sit separately: what company details a website in Romania must show.

The rules for dental physicians are another college and another act. Do not copy them here, including the price list: what a dental clinic website in Romania can say.

What can you write, in practice?

Article 42(2) closes the list. Advertising is limited exclusively to:

  • the authorised services you or the team provide
  • the specialties, professional competences, and professional grades issued or recognised by the Ministry of Health
  • the scientific and academic titles obtained or recognised in Romania
  • the professional and academic curriculum vitae
  • the name of the form of practice, the trade name, the address of the main office and of the secondary one
  • a logo, a sign, and a slogan, if they respect the rules of ethics
  • the communication channels: phone, email, the address of the page
  • images or video from your own cases, with the patient’s rights
  • health-education information
  • the hours

Article 3 of Decision no. 20 limits advertising to real and relevant information about the medical activity, about training authorised in Romania, and about the equipment, with the technical performance of the devices.

On the websites page, the product is one page: Home, Services, About, questions, Contact. You send the text. A separate page for one service is quoted separately: one page or several pages.

Can you write “the best doctor”?

No. Article 42(6)(a) says medical advertising cannot contain comparative, denigrating, or superlative mentions. “The best clinic”, “the number-one doctor”, and a sentence that places you above colleagues stay off the page.

Article 42(3) and 42(5)(c) exclude a guarantee of the result and the sentence that the treatment cures a condition. Article 3 of the code defines the physician’s diligence without an obligation to guarantee a cure. You do not write “cure guaranteed” and you do not write a success percentage.

Decision no. 20, article 5(c), in the form after 30 April 2026, forbids comparative mentions that lack objectivity, cannot be verified, mislead, or denigrate. The sentence in the decision is narrower than article 42(6)(a) of the code. On the page, the ban in the code remains: no superlative and no comparison.

Can you put a price or a discount on the site?

A tariff is not on the closed list in article 42(2). A price list of every service is a rule in the dental guide, not in this code.

A discount does not sit next to the physician’s image. Article 42(7) says the physician does not associate their image with financial facilities, price reductions, or other material advantages. Decision no. 20, article 6, in the form amended on 30 April 2026, puts the same limit on the medical unit.

Article 7 of the same decision, in the form of 30 April 2026, allows granting a discount or a facility, on two conditions. It is not associated with the physician’s image. It is not used where the practice can affect professional independence, or has the purpose or the effect of stimulating unjustified recourse to medical acts, or of influencing the patient’s decision by means contrary to ethics and to evidence-based practice. The discount, if it exists on those conditions, is not the slogan of the page and does not sit next to the physician’s photograph.

A free consultation as an announcement to attract patients is not on the list in article 42(2). Article 41(3), in the form after Decision no. 3 of 27 March 2026, published in the Official Gazette no. 275 of 6 April 2026, allows a free service or volunteering for philanthropic purposes, not in order to keep or attract patients. The text of article 41 was read on 26 October 2026 on cmb.ro.

Can you put photographs of patients on the site?

Only from your own cases, with the patient’s rights respected. Article 42(2)(h) allows images and video from your cases. Paragraph (6)(g) and (h) require consent for the information, including video or audio, of a person under treatment, and for data about the state of health.

The physician’s photograph on their own clinic’s page is the exception in article 48(3). The physician does not associate their image or voice with advertising for a unit, except for advertising of the unit where they work, on that unit’s own page.

A Google review is another channel. The request follows Google’s rules, with no incentive: how to get Google reviews.

Can you write about medicines or supplements?

Not as an advertisement. Article 45(2)(a) forbids on the site commercial references that do not concern the medical act. The examples in the text are medicines, medical devices, food supplements, and cosmetic products. Letter (b) forbids an advertising hyperlink to products or services with no direct link to the profession. Letter (d) forbids information that is false or without a scientific basis.

Health education stays on the list. Article 42(2)(i) and article 45(3) allow scientific information, for an educational purpose, within the specialty.

Does a Facebook page stand in for the site?

No. Article 45 applies the same limits to the page on a social network. The purpose is information. The Facebook page belongs to the platform. The site, with the domain in your name, is where the services, the hours, and the phone number sit, in text.

The profile on the map is another channel: do I need a website if I have Google Business.

Does an online consultation come inside the €500 page?

No. Article 42(6)(e) forbids offering medical consultations over the internet or by other remote means, except those already regulated by law. The €500 + VAT does not include a consultation and does not include a booking calendar. It includes the call, WhatsApp, and the form.

€500 + VAT, once. 50% in advance, 50% on delivery. 3–5 working days after the advance and after your details, address, and photos. One revision round is included. The privacy policy is included. The domain and the SSL certificate are included at delivery, in your name. After handover, the page and the domain stay yours. Care, €29/month, is optional. Online booking, a shop, studio photography, and branding from scratch are not on the list. Market ranges for the presentation page are in how much a presentation website costs in Romania. A position in Google and a mention in ChatGPT are not sold with the page.

Article 49(1) calls it a disciplinary breach to advertise in breach of the code or with guarantees about the result. Decision no. 20, article 9, allows the territorial college to require the material to be changed or withdrawn, physically or online, within 30 days.
